In October 1986, the Ghana government issued a policy statement that all children from primary Grades 1 to 3 should learn to read in their mother tongue. Many people were concerned about literacy materials, especially people from languages that had never been analyzed. With only 11 of Ghana's 60 languages getting government sponsorship, how could these needs be met without government funding?
