Examines literacy development among low-income children in an industrial city of 100,000 located in the northeastern United States. In the early years of the study, frequent parent-teacher contact was one of the most important factors contributing to children's academic growth.

Follow-up study five years later, shows that parent involvement with their children's teachers decreased from elementary school years to high school. Attribute this to teachers' biases against low-income children and their families, and to miscommunications and misunderstandings which resulted in the parent's sense of powerlessness and resignation. Parents' early expectations of academic success for their children were unfulfilled.
