Summary

Program was called a maintenance bilingual education program, but it did not function as such for several reasons. Students were English-speaking Chinese whose parents wanted a maintenance program for their children so they would learn to speak Chinese. New immigrants were mostly interested in learning English so they could advance their economic situation. Concluded that all these children could not be taught in the same program.
