Discusses transition of child from home language to school language, moving from multimodel oral cues to multimodel written cues. Quotes Fishman and Lovas (1970) in contrasting transitional and partial bilingualism that lead to language shift with full bilingualism which aims at maintenance of both languages.

Asserts that "social scientists in the West permit variation on the axes of age, sex, [and] economic status, but do not admit variation in language." Language (the primary expression of diversity) is completely ignored. Argues for societal bilingualism.
