Summary
	Is thesis written by SIL member. Gives history of orthography theory and analysis of data via questionnaires regarding phonemic and sociolinguistic aspects of devising an orthography. Concludes that Smalley's hypothesis regarding motivation outweighs the ideal of a phonemically accurate script.

Evaluation
	Is very helpful in organizing the history of orthography study and in discussing recent linguistic theory. Highly recommend his model questionnaire for investigating sociolinguistic factors that may attribute to orthography choice for other countries.
